- FBI election security lead Nikki Floris, who managed counterintelligence intelligence functions, wrote that she was “basically running a shadow government across the FBI” and consistently pushed a narrative that there was “no evidence” of Chinese intent to influence the election.
- Intelligence Information Reports from the FBI’s New York and Albany field offices detailing Chinese activity were recalled after Floris and colleagues intervened, with one message celebrating “Crisis averted!”
- A July 2020 CIA memo incorporating FBI and NSA information reported that CCP cyber actors had compiled more than 200 million Americans’ personal data from election-related sources and targeted senior U.S. officials’ personal email accounts.
- An FBI report cited an unnamed source claiming CCP operatives produced tens of thousands of fraudulent U.S. driver’s licenses intended to enable Chinese students sympathetic to Beijing to vote illegally for Joe Biden.
